Our Belief
Justice is not delivered in courtrooms alone. A citizen denied a good education is denied a fair life — and no society can call itself just while that denial continues at every stage, from the cradle to the research lab.
The Justice Movement of India believes that the foundation of holistic justice — social, economic, political and environmental — is a fully funded, fully dignified public education system covering every stage of a citizen's life: daycares and kindergartens that give every child an equal start; schools that genuinely educate rather than merely contain; colleges and universities that cultivate independent thinkers; and research institutions that can pursue knowledge without fear or dependence.
“Dignified” means the whole ecosystem. Safe buildings, clean toilets, drinking water, libraries, laboratories, and trained, respected, well-paid educators at every level. Independent institutions free from political interference. Researchers paid global-standard salaries so India keeps — and attracts — the best minds. An academic life that any citizen, rich or poor, can enter and thrive in.
The Problem
India spends around 4% of GDP on education — far short of the 6% recommended by the Kothari Commission in 1966 and repeated by NEP 2020. Six decades of the same broken promise.
The Right to Education Act covers only ages 6 to 14. Daycares, kindergartens, senior secondary schools, colleges, and universities are left out of any legal guarantee entirely.
Lakhs of teacher and faculty posts lie vacant across schools, colleges, and universities. Many institutions run without adequate classrooms, toilets, electricity, or drinking water.
Researchers and professors are paid a fraction of global standards, driving a sustained brain drain — India's best academic minds leave for better-funded systems abroad.
Universities and colleges face mounting political interference in appointments, curricula, and funding — eroding the academic freedom that makes genuine education possible.
Underfunded public institutions push families toward fee-charging private alternatives, converting education from a citizen's right into a commodity — and locking out the poorest entirely.
Funds that are allocated routinely fail to reach institutions. Communities have no easy way to track where the money went or hold anyone accountable.
This is not a resource problem alone. It is an accountability problem — and accountability is something citizens can build.
Our Demands
Full Spectrum: Daycare to Doctorate
Free, publicly funded education from daycare and kindergarten through school, college, and university — as a legal and enforceable right for every citizen, not a policy aspiration.
A Budget That Reflects the Ambition
At least 6% of GDP dedicated to education — transparently allocated, traceable to every institution — covering infrastructure, staffing, research, and all student entitlements in full.
Dignified Institutions at Every Level
Every daycare, kindergarten, school, college and university must have safe infrastructure, adequate facilities, zero discrimination, and full delivery of scholarships, meals, materials and support.
Global-Standard Salaries for Educators & Researchers
Teachers, professors, and researchers must be paid salaries competitive with global standards — so that India retains its best minds and attracts talent rather than exporting it.
Independence of Educational Institutions
Universities, colleges and research institutions must be free from political interference, with autonomous governance, academic freedom, and funding that cannot be weaponised as control.
A Thriving Academic Life for Every Citizen
Education is not just attendance — it is intellectual growth, creative freedom, and social belonging. Every student deserves the conditions to truly flourish, not merely survive the system.
How Vidya Vikaasam Works
Vidya Vikaasam is not a petition — it is a method. Each local chapter runs a six-phase escalation campaign in its own community, beginning with listening and ending, only if necessary, in the courts and on the streets. Every phase is documented and public. The administration always gets the first opportunity — and a fair deadline — to fix the problem. Escalation is a consequence of inaction, never the starting point.
Local chapter volunteers survey households, daycares, kindergartens, schools, colleges, and universities in the community to document the real state of public education — access, fees, facilities, staffing, dropouts, and conditions for researchers.
File Right to Information requests with education departments to obtain official data on budgets, sanctioned posts, vacancies, infrastructure grants and scheme spending.
Compare survey findings with official records to identify discrepancies — missing funds, unfilled posts, denied entitlements — and publish a local Education Gap Report.
Present the report to local administration (BEO/DEO, municipal and district officials) with specific corrective demands and strict, publicly stated deadlines.
If deadlines lapse, take the demands to elected representatives — corporators, MLAs, MPs — seeking written commitments and action on the floor of the house.
As a last resort, file Public Interest Litigation and launch a sustained public campaign — signature drives, town halls, media outreach — until every citizen, from the youngest child in a daycare to the senior researcher in a university, gets what is theirs by right.
What Success Looks Like
Every daycare, kindergarten, school, college, and university in the chapter's area meets basic norms of infrastructure, staffing, and dignity.
Local and institutional education budgets are published, understood, and traceable by the community.
Educators and researchers at every level are paid fairly — and India stops losing its best minds to better-funded systems abroad.
Educational institutions operate free of political interference, with genuine academic freedom and autonomous governance.
Families who left the public system begin returning to it — by choice, because it has earned their trust.
A trained cadre of citizens in every locality who know how to survey, file RTIs, and hold institutions to account.
How You Can Join
Volunteer for the citizen survey in your neighbourhood — two hours a week is enough.
Lend your skills: teachers, lawyers, accountants and journalists are especially needed for RTI analysis, gap reports and PIL preparation.
Attend the public hearings and town halls in your area, and bring your school's story.
Spread the word — share the local Education Gap Report when it is published.
An education worthy of every citizen — from the daycare to the research lab — is not charity. It is justice.
